On October 26, 1965, Billy E Brown was born to Howard Lee Brown and Ethel Lean Collins Brown in Jackson, MS. He was the fourth child of 15 siblings.

Billy attended school at Lovett Elementary and Summer Hill High School, both located in Clinton, MS. In 1981, Billy moved to Inkster, Michigan, where he attended Cherrry High School.

Billy attended Holy Ghost Baptist Church in Clinton, MS. He accepted Christ in 2006 and became a. member of Parkview Church of Christ until his health begin to decline.

In 2007, Billy met Paula Conley and they were married shortly afterwards. Billy was a man of integrity. He never met a stranger. He was a people person. Billy loved being around his family and friends. Billy lived his life to the fullest. Billy was a compassionate man. Billy had a gift for making people feel seen, valued and loved. He had a passion for baseball and football sports. His favorite football team was the Detroit Lions. He was a devoted father, a cherished son, a beloved brother, uncle, cousin and nephew. His radiant smile could light up any room. His generous spirit left an unforgettable mark on those around him. Your life was truly a gift. Your memory will forever be treasured.

Billy was a gifted professional painter. He was employed for over 20 years with Tatum Painting Company.

On September 10, 2025, Billy gained his wings. He fought his battle until God called him home.

Billy was preceded in death by his grandparents, Willie and Lucille Collins, John B. Brown, Willie Mae Carney; siblings, Wonda Brown, Darrin L. Brown, and Terrance Howard Brown.

Billy leaves behind to cherish his memory:his parents, Howard and Ethel Brown of Jackson, MS; daughters, Teeyanna (Eric) Thomas, Vanessa (Omar) Gee of Michigan;sons, Billy Brown, Jr. of Michigan and William Brown of Jackson,MS; eight grandchildren; siblings, Lillie Gilmore of Lake Charles, Louisiana, Veda (Earnest) Longstreet, Jr. of Byram, MS, Howard James (Christine) Liddell of Inkster, MI, Johnny Brown of Ohio, Teressa (Julius) Reed of Jackson, MS, Dewaun Reed of Jackson, MSAlonzo (Andramedia ) Brown of Houston, TX, Kiwauna (Yulanders) Hart of Texas, Marshaun (Sherri) Brown of Michigan, Dustin Brown of Tennessee; a special uncle, Cleveland James (C.J.) Collins and a host of nieces, nephews, relatives and friends.
